The CAF External Feedback changes to CAF Excellence Recognition
Updated 01.06.2026
The CAF External Feedback Procedure has been revised at the European level and is being transformed into the CAF Excellence Recognition evaluation methodology.
CAF Excellence Recognition (CER) is not a new methodology. Despite its new name, it remains an assessment of organizations that have implemented the CAF model, providing recognition, encouragement, and support. This form of external feedback from peers and experts aims to deliver an objective evaluation leading to a deeper understanding of organizational performance, new perspectives, and innovative ideas that can significantly contribute to a quality improvement strategy.
The most significant changes in CER:
- The label Effective CAF User is being discontinued and replaced by the CAF Excellence Recognition (CER) award. Depending on the effectiveness of the self-assessment process, the implementation of improvement activities, and the level of TQM maturity within the organization, three levels of recognition may be awarded: CER*, CER**, or CER***.
- The awarded recognition will be valid for 3 years.
- The number of steps in the assessment frameworks of Pillar 1 (self-assessment process) and Pillar 2 (improvement process) has been reduced.
- An organization may apply for assessment no earlier than 6 months after the approval of its Improvement Action Plan.
The CER* recognition level is fully compatible with the former Effective CAF User title; therefore, organizations currently holding a valid title may seamlessly apply for assessment at a higher CER recognition level.
