On 10 April 2025, the 10th European CAF User Meeting took place in Warsaw, bringing together experts and representatives of public administration from across Europe. The main focus of the programme was the presentation of exceptional examples of good practice, known as the Golden 18, where 18 public administration organisations showcased their innovative projects and achieved outcomes in improving the quality of their services and operations.

In order to disseminate this good practice, the Polish Presidency issued a publication entitled Smart Governance: People-Centred, Efficiency-Driven, which is the result of this prestigious event and, simultaneously, proof of the exceptional effort and cooperation within the European community of CAF model users.

The proceedings contain 3 sections:

• Speeches and contributions presented during the conference,
• 18 examples of the “Golden 18” good practices from 13 countries, which were selected from a total of 34 submitted case studies,
• Other case studies submitted within the call.

This publication is not only a documentation of the event but also a rich source of practical solutions, innovative approaches, and concrete experiences from the public sector across Europe. It confirms that the CAF model is an effective tool for improving the quality of public administration organisations.
