Implementation of an ISO 37001 Anti-Bribery Management System

A systemic approach to combating corruption means that all aspects of reducing manifestations of corruption and strengthening corruption prevention are analysed, implemented, maintained and improved in such a way that no activity of a public administration organization in which a risk of corruption is identified remains without control mechanisms. This comprehensive approach is reflected in the structure of the STN ISO 37001:2019 standard, which defines requirements related to all manifestations of corrupt behaviour.

The implementation of an ISO 37001 anti-bribery management system using a systemic and comprehensive approach provides public administration organizations with a basis for reducing manifestations of corruption and, conversely, for strengthening corruption prevention through the adoption of measures arising from the requirements of the standard. This approach is referred to as combating corruption or as measures in the field of corruption prevention.

The main objective of the methodological guide Implementation of an ISO 37001 Anti-Bribery Management System is to provide public administration organizations with key knowledge, skills and competencies for the implementation, maintenance and improvement of an anti-bribery management system in accordance with the requirements of STN ISO 37001:2019 under the conditions of the Slovak Republic.

The specific objectives of the professional methodology are to:

  1. develop awareness of standards-based management systems in the Slovak Republic and their role in improving the management practices of organizations,
  2. present the key requirements of an anti-bribery management system in accordance with STN ISO 37001:2019 through examples from practical application,
  3. reduce the level of potential corruption by defining and applying preventive procedures arising from the requirements of STN ISO 37001:2019,
  4. analyze the current state of the application of the anti-bribery management system in the Slovak Republic based on selected aspects.

The methodological guidance is divided into three main chapters. The first chapter presents the background and the current state of the anti-bribery management system in the Slovak Republic. The second chapter focuses on the implementation of the anti-bribery management system to such an extent that, when applying the requirements of ISO 37001 in the practice of public administration organizations, no aspect is overlooked. The third chapter presents a proposal of specific procedures and measures, including templates of documented information, which are suitable for the application of the anti-bribery management system in accordance with the requirements of ISO 37001.

The methodological guidance was developed within the national project of the Slovak Office of Standards, Metrology and Testing entitled “Implementation and support of quality management in public administration organizations.” This project was financed by the European Social Fund.
