Public administration organizations are faced on a daily basis with addressing issues related to the continuous improvement of the quality of their functioning. Success largely depends on the organization’s ability to effectively create and maintain a high level of quality culture across all organizational units.
Quality culture is expressed through the vision, values and continuous support of the organization’s leadership for improvement. It reflects the importance of quality for the organization through the way objectives are defined, how individuals contribute to their achievement, and how both group and individual performance are measured. It can be expressed as the alignment of the “I know – I want – I can” triangle. In order to change the quality culture within an organization, it is important to have a tool available that helps the organization assess and develop its efforts towards continuous quality improvement. On this basis, a comprehensive assessment tool was developed that enables the evaluation and further development of the level of quality culture in public administration organizations.
The Quality Culture Self-Assessment Tool is suitable for all types of organizations, whether beginners, intermediate or advanced in quality management. It provides a basis for assessing the level of quality improvement, identifying opportunities for improvement and determining the direction towards higher quality within the organization. When applied, it focuses on a combination of “soft” factors of organizational management from a quality perspective, which nevertheless significantly influence the “hard” management factors within the organization. The fundamental foundations of the tool are the ISO 9000 series standards, the EFQM Excellence Model and CAF. It is one of the few quality management tools and models that directly focuses on the development and enhancement of quality culture within an organization.
The aim of the Quality Culture Self-Assessment Tool is to enable organizations to objectively assess their quality culture, identify opportunities for improvement and prioritize strategies to be included in the quality improvement plan, thereby shaping and maintaining a high level of quality culture at all organizational levels.
