Presentations from the 20th anniversary Conference on Quality and Social Responsibility

Content

The Conference on Quality and Social Responsibility, organised by the Slovak Office of Standards, Metrology and Testing on 25 September 2025, offered a rich professional programme and inspiring discussions. In addition to record attendance, we were also pleased with the high professional level of our speakers’ presentations.

  1. Risk Management in Public Administration

The presentation focused on the importance of risk management as a tool to strengthen the credibility, efficiency, and transparency of public institutions. It introduced approaches based on the ISO 31000 standard and their practical application in protecting public interest and fulfilling legal obligations.

The contribution highlighted that an internal reporting system is not just a legal obligation but also a strategic tool for building trust and preventing crisis situations. It demonstrated how to correctly set up processes that support ethics and transparency.

The lecture introduced the principles of “nudge” theory, which shows that even small adjustments in communication or environment can have a significant impact on people’s behaviour. It discussed when and how to implement behavioural interventions and how to evaluate their effectiveness.

The contribution detailed the approach of UCM (University of Saints Cyril and Methodius) in Trnava to building an internal quality management system. It emphasised that quality is not a one-time goal but a long-term and participatory process that engages the entire academic environment.

The lecture addressed social responsibility as a means that goes beyond the scope of legal obligations. It pointed out that the real benefit occurs when organisations voluntarily undertake commitments that strengthen citizen trust, public interest, and sustainable development.

The contribution showed how artificial intelligence can improve processes and communication in public administration. Simultaneously, it highlighted the challenges and ethical questions that need to be considered during its responsible implementation. Inspiring foreign examples, such as from Estonia, were also presented.

The presentation introduced a project focused on developing the digital and green skills of public administration employees. It explained an innovative way of determining skill levels and options for their testing and certification, which support both personal and professional development.

The presentation detailed the experience of the City of Martin with the European ITHACA project, which uses AI to support citizen participation. The goal is to enable residents to be more actively involved in decision-making through digital technologies.

Conclusion

The contributions demonstrated that quality and modern public administration rely on transparency, innovation, and cooperation.

We thank everyone who shared their experiences, and we believe that these insights will serve as inspiration for further improving services and modernising public administration.
