The Slovak Industrial Property Office (ÚPV SR) has a long-term commitment to improving and enhancing the services it provides. The successful defence of the Effective CAF User label is proof to this.

The ÚPV SR is the central state administration authority for the field of industrial property. It performs central state administration in the area of protecting inventions, utility models, designs, topographies of semiconductor products, trademarks, indications of origin, and geographical indications of products. It is an important office whose mission is more simply described for the lay public by its vision: “We protect the value of ideas.”

The ÚPV SR provides its services to both natural and legal persons. Its goal is to act quickly yet maintain quality, make expert decisions, and transparently inform about the procedures and processes for assessing and registering industrial rights. The ÚPV SR has consistently demonstrated this commitment through its established and certified Quality Management System according to the ISO 9001 standard. In an effort to find further areas for organisational improvement, the ÚPV SR began implementing the CAF model in 2019.

The implementation of the CAF model at the ÚPV SR took place within the national project “Implementation and Support of Quality Management in Public Administration Organisations.” Since 2019, the ÚPV SR has undergone three self-assessments, in 2019, 2021, and the latest one in 2024.

The result of all self-assessments was the identification of strengths and areas for improvement, which formed the basis for defining the Action Plan for Improvement for the following period. Over the past few years, the ÚPV SR has confirmed a strong pro-client orientation and introduced many services and activities to help its customers/clients with the protection of industrial property rights. Noteworthy are the introduction of the Fast Track service, the Company Visit service, and the IP Scan service, which help start-ups and businesses identify their intellectual property potential. In the field of education, the ÚPV SR established the Department of the Academy of Intellectual Property.

Within the last CAF model implementation, the ÚPV SR asked the Slovak Office of Standards, Metrology and Testing (ÚNMS SR) to carry out the CAF External Feedback assessment. Its goal was to confirm the correct implementation of the CAF model and the application of the eight principles of excellence. Based on the fulfilment of the conditions of this methodology, the IPO SR was awarded the Effective CAF User label. The label was accepted by the President of the ÚPV SR, Pavol Gregorčok, from the Director of the Quality and Project Management Department of the ÚNMS SR, Anna Budiaková.
